Is it Possible to make Wi-Fi Robot with wheels?

Well, I'm not very proficient in computer programming or robotics but, I’m trying to make a simplified Wi-Fi car/robot. I want to make it wholly controllable with Wi-Fi and launch video feed. I have chosen motherboard, hard drive and other core components for making this. I have all assembled in a box with a Wi-Fi card. I have attached wheels sideways and connect it via USB. Is it Possible to make Wi-Fi Robot with wheels? I have some problems such as: How to power this robot? Is there any other reliable program other than desktop? Please help me.

Remote Control Robots do not have to use radio frequency signals to be monitored remotely. You can use a home wireless network to control a robot with Wi-Fi by adjusting the settings on your computer so you can interact with the robot control program on a mobile device like a smartphone. Use the program to access the Wi-Fi and control of the robot.
