How to get TV tuners work on PC?


Hi guys, today I came across this KWorld plus TV USB ATSC/QAM TV Tuner, which is an USB HDTV tuner for PC. I was wondering how these TV tuners actually work. I mean do I need any other hardware or software installed in my PC to get these TV tuners working? Also do I need to have a cable connection at home to watch TV programs using such TV tuners on my PC? Is it possible to watch on the air programs on PC with such tuners? Anyone with any useful inputs will be appreciated.
