Where can I get Toshiba config free software?


I am in an urgent need of Toshiba config free software program but I am not finding the link to download it. I want a link where I get the setup for it. I Googled but all the links I found were taking charges from me so I need a free link. I lost this software when I reinstalled window vista and when I checked it was not there. Is it risky for your computer if your Toshiba config free has got deleted?
