You can use any of the three below mentioned programs to create your animation:

Pivot Stickfigure Animator:

It is the oft-quoted stick figure animation software used to make the animated stick figures which then can be saved in GIF format. Stick-figure animations could be used in webpages or else converted to videos.

It is a pretty good software to learn basic stick figure animation. The interface is very simple and opens with a default stick man figure. One can be created from scratch using the 'Stick Figure Builder' by adding line segments for body parts & a circle as the head. Lines & circles can be toggled. As in all animation tools, it creates Frames where every frame differs from the other in a way which resembles a movement.

Stykz:

It is very similar to Pivot Stickfigure Animator. The interface is simple but the stick man can only be drawn in place. Pivot files can be imported into Stykz. Stykz have more export options (GIF, transparent PNG, PNG, MOV). The one thing it lacks is the graphic background feature.

It has been kept updated periodically.

TISFAT:

TISFAT (This Is Stick Figure Animation Theatre) is a free stick-figure animation tool which need not be installed. It offers a more controlled process than the above two freewares. The animations can be saved as BMP, GIF, Flash, and AVI movie files.

The interface looks complicated, but is usable by someone who doesn't have any experience in animation.
