Where can one find a starter GPO for Windows 7?

I want to create a user group policy in my windows 7 and read some interesting facts about the starter GPOs incorporated with R2. But I could not find anything on starter GPOs for Windows 7. So, I want to ask you people that is there any separate download available for this? Any suggestion on this issue would be greatly appreciated.

Starter GPO, introduced in the GPMC for Windows Server 2008 and Windows Vista SP1 with RSAT, are collections of read-only administrative template configured (. ADMX) policy settings that can be used to create a live GPO. Starter GPO provide baselines of the group policy settings designed for specific situations. Using Starter GPO as templates for creating domain-based GPO, you can quickly deploy Group Policy in different types of environments. Note that starter GPO can contain settings only policy (ADM configuration) and can not include elements of preferences, security settings, or other Group Policy settings.

In Windows Vista SP1 and Windows Server 2008, which was starting to lose GPO before use. Now, however, a default set of starter GPO are included in RSAT for Windows 7 and the GPMC feature Windows Server 2008 R2.

RSAT for Windows 7 includes two different categories of starter GPO:

Enterprise Client (EC) Client computers in this environment are members of an AD DS domain and the need to communicate only with systems running Windows Server 2003.Client computers in this environment can include a mix of Windows versions, including Windows 7, Windows Vista and Windows XP.
Specialized Security Limited Functionality (SSLF) Client computers in this environment are members of an AD DS domain must be running Windows Vista or later. The concern for safety in this environment is a higher priority than functionality and ease of use, which means that most business organizations do not use this environment. The types of environments that are SSLF may use computers in the military and intelligence agency.
Besides these two categories, the default boot GPO RSAT for Windows 7 can also be classified according to whether they:

Apply only to clients running Windows XP SP2 or later, or Windows Vista SP1 or later.
Apply to users or computers.
The result of this classification is the following eight types of Starter GPOs included in RSAT for Windows 7:

CE Windows Vista PC
Windows Vista EC User
PC Windows Vista SSLF
Windows Vista SSLF User
CE Windows XP PC
Windows XP user CE
Windows XP PC SSLF
Windows XP user SSLF
