How to setup a security camera that streams over the internet?


I am looking to setup a security camera in a house that has a DSL connection, but no computer. I know I can get a camera that plugs directly into the router, but will I need anything special to be able to view the picture from the camera over the internet in a different town? Do I need a static IP address, or do they make cameras that broadcast the signal in such a way that a static IP address is not required? How to setup a security camera that streams over the internet? Thanks for any help.
