Where can one get free network monitoring software?


There are many networks in my office and I want to monitor the activity on the network. So I am looking for network monitoring software. But it should be compatible with all versions of windows with the options and graphs for capped users and allow multiple users but do not know which one suits my requirements in best way. Looking forward for your responses.
