Yes, the Japanese Ministry of Internal Affairs and Communications is planning to rain-drop RFID sensor tags via helicopters to gather information from a disaster struck area. The tags equipped with heat, infrared, and vibration sensors would be able to tell whether someone is alive along with up-to-date physical conditions of the area.

The sensitive tags would detect the heat and vibrations and send data through a mesh-like network. Thousands of tags will be required to cover a wide area. Where're you folks when Katrina struck through our souls?
