HOW TO make a low power, long life LED flashlight

Bearing in mind the increasing popularity of LED flashlights, and searching to scoop out more info on the latest versions and innovations in the field I stumbled on this interesting 'low power, long life LED flashlight circuit' designed by Matthew, which, though complicated, can extend battery life by over ten times!

The circuit devours about 17mA of current and can run for a whopping 265 hours, straightaway making it ten times more efficient than the original PVC design.

LED lights scores over standard incandescent lighting, pouring out more lumens per watt and especially these are unmatchable in case we require a single color of light as we can easily make one to produce only one wavelength of light. Also, LEDs are cool and emit light over a relatively small angle.
