Yes, we are talking about the GNU Radio, a software toolkit for learning, building and making software-defined radios that use small bits of radio spectrum perform tasks unimaginable with conventional radios. The GNU Radio software is available free, licensed under the GPL, and with right hardware combination, you can tune in and record every FM radio show, or all the cellular traffic on a certain street corner.
