Here’s yet another thorn in Microsoft’s feet, with Bill Gates still struggling to get out of the scaring bubble created by MIT’s $100 computer - a 146$ Linux computer (Thinix OS) from China. It’ll do everything for an average system user from browsing (firefox), emailing (thunderbird), instant messaging (gaim), skype, word processing (Red Office) to audio/video playback (mplayer).
Along with an upgradable software, the 400 grams system features a 40GB HDD, a 400mhz/800mhz Godson 2C processor, 256MB RAM, 4 USB2 ports, VGA-output, PS2 input, TV-output.

That’s just the unit, how about the display? You can buy an older computer with similair specs for lower then that price. But not that small... I guess it would be ok for very basic tasks...
It’s not really a portable computer, and the thing doesn’t even say ANYTHING about it being portable, but I guess it could be if you used the tv-output, and had a portable keyboad and mouse.
