How to convert Bluetooth to remote control PC?

Does anyone know if there is software to convert Bluetooth to IR signals or vise-versa? It would be great to have an app to be able to use the Android phones as learning universal remotes. Would it be a hardware issue? I have an Sprint HTC Hero if it matters. any suggestion will be great source of information and help.

BLUETOOTH REMOTE PC

Bluetooth remote PC is an app on the android platform which lets you remotely control your PC via Bluetooth. You can access your computer and favorite applications or programs from a distance. This app features in controlling mouse, keyboard, multimedia player commands, presentation or power system commands with ease. It has a transmission speed of 3Mbps and distance may range up to 10 meters. The user PC requires installation of Java SE run time , through which the connection is established. After installing Java on computer, follow the following steps to establish connection and start working.

1. Download the server to your computer.

2. Turn On Bluetooth on PC.

3. Extract downloaded file and launch Remote PC Server.jar

4. Run the application in your mobile.

5. Choose a connection -> select your PC -> wait for connection.

Once the connection is established, the user can access the media buttons via Bluetooth and control the volume and the Play/Pause/Stop buttons. The mouse clicks, keyboard and the power point presentations can also be handled from a distance with just a click.

This application works over Bluetooth and this is the main advantage among others, because you don't pay for Internet data tariff.
